A RAPPROCHEMENT IMPOSSIBLE. BERLIN, November 15. Prince ,Von Bulow, in a moderate speech in the Reichstag, replying to Herr Bassermann's interpellation idea of a closer rapprochement or alliance with France, said with the existing feeling with France it was impossible. Germany had no idea of pushing in between France, Russia or Britain.
