The Russian Liberals and Moderates protest against the legislation of the statutes of the Union of Russian People, which proclaim an unlimited democracy, oil the ground that they are contiary to the Czar's manifesto of October loth. Prince Yassilkhikoff, Minister of Agriculture, states that thirty-eight mil 1 ion acres will be available for sale to the peasantry.
