STOLYPIN'S PROGRAMME. OLD SYSTEM REVIVED. SECRET COUNCILS. ST. PETERSBURG, Sept. 8. First impressions in St. Petersburg in regard to M.Stolypin's programme have been modified adversely, analysis disclosing that the old system of promises and threats has been revived, the only difference being that both are enlarged. Sochi revolutionaries have resolved to continue the terroism, aiming at the assassination of the highest signatories to the ministerial programme. LONDON, September 8.

The Daily Express St. Petersburg correspondent says the revolutionaries are governed by four persons who never meet, though one of them, the head and centre of the movement, is always aware of the identity of his three colleagues.
