Sir Joseph Ward «aid: "I have looked into the matter, and fitid there was an error in the original special order making the rate, which Eesessitated * fresh special order being made, a copy of which has now been .sent, but the Treasury is still awaiting the newspapers containing the public notifications of the siime, which have been wired for. As this loan was applied for under section 14 of the Local bodies Loans Act, 1901, it is considered absolutely necessary that a special order authorising the raising of the loin should be supplied, which must be duly advertised in the usual manner, and the Board's solicitor was requested to forward a copy of this on 20th August. Until the Department is in receipt of the same and also the public notification in both cases, no money can be paid on acconnt of the loan to the Board'- credit."
