VICTORIAN POLITICS.
OPENING OF THE SESSION. (by electric ielegraph-coptright.) Melbourne, October 30. It is expected that the Opposition party will assist the Government in bringing the session, which begins today, to a close before Christmas. Parliament was opened by His Ex* cellency the Governor. The speech from the throne said the object of the session was to place the finances of the colony on a sound basis, and the strictest economy would be exercised, It was proposed to impose income and land absentee taxes. The tariff question would be specially dealt with next March. Every endeavour would be made to bring about the federation of the colonies, and power would be sought to facilitate that object, Steps were to be taken to place the trust funds under the control of a central, non-political Board. The condition of railway management and the Vol* ling stock was to be investigated. The scheme for a State Bank would, it was mentioned, form the subject of a Koysl Commission.
