rpilE ELECTORS OF THE OLD -®- ELECTORAL DISTRICT OF WAIKATO. Gentlemen,— As it is not my iutentiou to seek re-election, it is my duty, and a pleasing one, to return you my heartiest thanks for the extreme kindness and consideration which you have so uniformly extended to me during the term of the four Parliaments in which I have had the honour to represent you, I cau assure you, gentlemen, that your behaviour to me generally, but more especially the liberty of thought and action which you have always cheerfully accorded to me, has very much strengthened my hinds, improved my standing in the House, and made my duties, as your representative, pleasant instead of irksome. I say this because it is only rigbt that I should do so, but I desire also to emphasize it because I am convinced that the growing tendency to send members to Parliament as mere delegates, bound hand and foot to carry out certain things at once—at any cost, and without regard to ulterior consequcnccs-has already done more than anything else to degrade the Parliament of New Zealand, to render polities and politicians contemptible in the eyes of the people, and to make Government by Party well nigh impossible.
I, therefore, earnestly trust that nothing I hive done, or indeed any other consideration, will cause you to limit the amount of freedom of judgment which you will accord to my successors. I say this for the above reason, and because I am certain that unless that freedom be allowed no man with self-respect will find himself able to continue the duties of a representative either with credit to himself or benefit to the colony. Gentlemen, I again thank you heartily for the honour which you confrrred upon me by roturuing me four times as your representative iu Parliament, and for the extremely considerate treatment which I have always received at your hauds duriug so ninny years.
