It has been agreed by the Great Powers to await the proposal to be made by the Porte on Monday with regard to the cession of Diilcigno to the Montenegrins. Further advices to hand state that the Albanians are mustering in strong force at Dulcigno. H.M. transport Heckla has taken torpedos and boats to the island of Corfu.
