RUSSIAN INTRIGUES. London, February 22.
It is rumoured that the Russians are arranging with the Japanese for the establishment of large ship-yards at Ngaski. As the dispute between China and Japan is still unsettled, and as China talks of refusing to ratify the Kuldja Treaty, Japan may accept the Russian offers.
