To His Excellency Sir G. F. Bowex, G C.M.a., Govkjixor, «SLc. The Memorial liercundor subscribed to liutnbly sbewotk, — (}.) That your Memorialists arc inhabitants or settlers of the Middle and Upper Waikato including the Highway Districls of Newcastle, Hamilton, Kinkinroa, Tamahere, Cambridge, Pukckur.i, Eangiawlna, Mangapiko, Purangia, and the townships of Newcastle, Hamilton (East and West), Cambridge and Alexandra, and the population of such districts i 3 computed at about 5000 persons. (2.) The districts of Upper and Middle Waikato contains about Q 00,090 apres of agricultural land, and the principal drawback to the rapid development of these districts is the absence of a ready market for the produce thereof, and your memorialist* consider the Thames Goldfield most naturally adapted to afford such a market. (3 ) Your Memorialists are of opinion that the easiest and cheapest means of communication to be that of a Railway, to extend from the Middle or Upper Waikato, northward through the Thames Valley, to the said Goldfields. (-1.) Your Memorialists are fully of opinion that the recommendation of tho Provincal Council to your Excellency's responsible advisers to construct a branchiline from Mercer te the tho Thame* to work in conjunction with the railway now in course of construction should not be adopted, for these reasons ; That it would in no way meet tho requirements of these districts, in consequence of the difficulty in reaching its terminus, and that the frequent transhipments of goods would more than counteract any benefit that would accrue from such a line of communication. Your Memorialists are also of opinion that the Auckland and Waikato Railw ay should be continued to the Upper and Middle Waikato, and that the line of communication with the Thames District should branch from the said Auckland and Waikato Railway at some point in the Upper or Middle Waikato. (5.) Therefore, in consideration of the foregoing premises, your Memorialists hereby request that your Excellency, in conjunction with your Responsible Advisers, will cause such proposals to be brought forward during the next session of tho General Assembly under the Public Works and Immigration Aots as would give effect to the desires of your memorialists, as above set forth. And your memorialists would also respectfully suggest that prior to the next meeting of the General Assembly, a roport furnishing a survey of the desired railway should be prepared for the information of Parliament. And 3 our memorialists w ill ever pray.
