America then spoke about war, but England declared herself prepared for that alsoi Later dates—to Jane 14th—states- that in the House of Lords the motion of Earl Russell to suspend arbitration till the claims were withdrawn, was warmly debated. Lord Derby and others supported Earl Russell, and Earl Ripon accused Conservatives of assuming an unpatriotic attitude. America has proposed commission to arrange a treaty for defining the rights of neutrals. Grant has been re-nominated', and there are at present extra difficulties existing with Amerieans themselves- against formal withdrawal of claims, bnfe it has been decided not to urge those claims at present.
