' DUNEDIN. ; Wednesday , ; * The Superintendent of Ofcago, in opening the Council, expressed his opinion that no Colonial Government, acting in the matter of Education, was likelyto improve or extend the means of education more than the province itself can. Therefore he asked : the Council's concurrance in deprecating Colonial Government interference. In his speech, he ssys it is to be feared that the Legislature had eiTed, in not learning the practical admi uistration of colonial works affecting the province, to them local administration being essential to success. He congratulated the Council upon the steady "progress of the province. ; The settlement of 4092 immigrant? | had been made during the year. The prot viucial produce iexported,had amounted irL value to £199,000, irrespective of exports to other provinces. ,£23,059 had been spent on education alone. He recommends a bonus for the mannfactnr&ipipaperin.the province.
