LONDON AGREEMENT SIGNED LONDON, August 18. Historic scenes were enacted at No 10 Downing Street to-day, when tho final arising out of the London Conference were enacted. A crowd assembled in the street while die delegates in Mr Ramsay MacDonald's room were putting tho final touches to the pact. An ever changing crowd paraded the street several hours afterwards in the hope of seeing diplomats return for tho purpose of signing. In all, 25 motor cars, which were required to bring the full personnel, drove into the Foreign Office courtyard and the occupants entered the building unobserved.
