A German White Book contains a dispatch from Baron Marschall Y o Bieberstein, Secretary for the Interior, tc Count Yon Hatzfeldt-Wildenburg, Ambassador in London, stating that the interests of Germany required that the autonomy of the Transvaal should be maintained and the terms of the treaty of 1884 as regards the port of Delagoa adhered to. It is further stated that a commercial union of the African States would be injurious to Germany. It has been discovered that President Kruger was, oh 24th December, taking precautions to cope with any raid that might be made and that the German Consul at Pretoria was authorised on 31st December to summon 50 marines from the warship Adler to protect the consulate. The American press and statesmen are decidedly friendlier to Britain.
