QUEER DISARMAMENT. St. Prtersuurg, Jan. 18. The estimates of the Russian War Department show an increase of thirty-five million roubles for the year. London, Jan. 18. M. The Paris correspondent of the Daily News says a marked changed has come over the Republic with reference to the Franco-Russian Alliance, which is considered to be only beneficial while France is well armed.
