The Czar's Proposals.
QUEER DISARMAMENT. St. Prtersuurg, Jan. 18. The estimates of the Russian War Department show an increase of thirty-five million roubles for the year. London, Jan. 18. M. Gambon, French Ambassador to England, delivered a pacific speech in receiving a deputation from the Arbitration and Peace Association. He said he feared the realisation of the Czar’s appeal for disarmament would be long deferred, though the nations earnestly wish for peace. He denied there was any antipathy on the part of France towards Britain. The Paris correspondent of the Daily News says a marked changed has come over the Republic with reference to the Franco-Russian Alliance, which is considered to be only beneficial while France is well armed.
