Mr "Wilson's Note to the Allies cm the Turkish situation has now been published. It declares that the United States is convinced that no final decision regarding the Straiits should be made without the consent of Russia. The United States cannot sanction any settlement that does not grant the Armenian citizens and corporations rights in Turkey on a)i equality with those of other nations that ars parties to the. Turkish treaty. Armenia should be made independent, with access to the .sea, ana Turkey should relinquish Mesopotamia, Arabia, Palestine and Syria. The Turk should Lot bo alhlv/cd to remain in Europe. Southern-east Thrace should be given to Greece, and Northern-east Thrace to Bulgaria. (Received April 1, 8 a.m.) WASHINGTON, March 30.
Reports from Cilicia, Asia Minor, indicate that the situation in Ma.rish is fairly quiet. There arc now only sporadic murders of Armenians occurring. The State Department is also advised that Lebanon has proclaimed her independence as a pi’otost against the crowding of Emir Fd’sul.
