MINISTERS RESIGN. NEW YORK, July 26. The New York Times’ Pekin correspondent states that General Tuan Chi Jui has tendered his resignation as Aiuu generalissimo. The Ministers of Finance, Communication and Justice have resigned. The President has accepted their resignation. TROOPS SURROUNDING PEKIN. NEW YORE, July 26. The troops under Changtsoliu are surroudiug Pekin with the intention of enforcing tho proposed terms of surrender. ALLIES TAKING ACTIVE STEPS, TIENTSIN, July 25. Admiral Duff, in charge of a British flotilla, left for Taku, where he will remain two days. An international military train, carrying a hundred Japanese to reinforce the legation guard, has also departed for Pekin.
