S3. ALTERATION IN RULES. Received July 27, 9.30 a.m. Times. LONDON, July 25. The following alterations have been made in the Rugby rules: In rule 11, where player does not immediately place the ball in the scrum, a free kick is awarded. In rule 20, where a scrum is given for a breach inside the twenty-five, if the breach is within ten yards of the touchline, a scrum is to take place ten yards from touch.
