"The Senate rejected a substitute proprosed by Senator Hitchcock declaring Monroism unaffected by anything the Treaty contained, and adopted the committee reservation unchanged. 'Die Senate also rejected Senator Hitchcock’s substitute for an alteration of the reservation continuing American control of domestic questions. A reservation allowing Congress to control mandates was adopted. The Shantung reservation was carried by 53 votes to 52, and the reservation giving Congress anthority ttb regulate America’s delegations to commissions was also adopted. SOHMANTA COMING TO HEEL, PARIS, November 13. The Supreme Council’s ultimatum to Roumania demanded signature of the Treaty within six days. It frankly enumerated Roumania’s shortcomings, including delay in entering the war, and abandonment of the war while 400,000 troops were available under arms The ultimatum was not actually dispatched, but the announcement of its terms brought a communication from Roumania to the effect that the latter is ready to sign. BULGARIA TO ACCEPT. PARIS, November 13. It is understood Bulgaria accepts the Peace Treaty.
