The German Ministry of Finance is advertising the loan as an answer to America, and accuses President Wilson of seizing the submarining campaign as a pretext for war, and an endeavour to create opposition by the people to the Government. President Wilson little knows the Germans. Never in the empire's historv was a decision so eagerly awaited and* enthusiastically greeted as the freeing of the submarines from all limitations against England, -who has been the damnable cause of criminally prolonging the war.
