MARTIAL LAW T PROCLAIMED. (Reuter.) . MADRID. March 30. Martial law has been proclaimed throughout Spain. Earlier telegrams indicate a serious economic and political situation. The Minister of Commerce stated that shipping has almost ceased, and exports fallen to the minimum, while the importation of coal has ceased. The Government has proclaimed as seditious an appeal to the people, the signatories.of vhich have been imprisoned. Discussion is forbidden. The contents of the appeal are not disclosed.
