Mr Bryan, in the Senate, submitting the Frump Commission's treaties, raid they supplemented the existing arbitration treaties by providing for the submission of dis- ntps to permanent international commissions. The British treaty provides for the repro-entpfion of the Dominions when involved. The finding of the Commission will not he final, the contracting parties reserving the right to act independently after a report has been submitted.
