The Royal Commission appointed to inquire into Chinese immigration reports wholesale evasion of the regulations by incoming Chinese. It recommends the prosecution of 40 delinquents, also the bringing into effect of an agreement with the Chinese Government allowing the latter to control the emigration of a given number of Chines© to - Canada yearly.
