His language attracted attention in Berlin, wheie it is assumed that licnistorft reflects Von Hollweg's new policy, which is a departure from Prince Buelow's methods. Seeing that Prince Buelovv caused irritation in the neighbouring Slates by encouraging the pan-Germans, Count Von llollweg has converted the Kaiser to his views.
