Ocean Highways should be Kept Open.

Mr McKenna, speaking at the Shipwrights' Company's dinner, said we should have power to secure the ocean highways alike to ourselves and to others. We have no great army behind the navy. We can injure no nation. The navy could injure another's commerce, but to do that would be an iujury to our own.
