Overbuilding or Outbuilding ?
LONDON, April 1. Earl Crewe, speaking at Leicester, accused the Opposition of panic-mongering. He denied the stories of Cabinet dissensions, and declared that the Government intended to keep ahead of Germany in ship-buildings .but to over-build would be a .blunder, almost a crime, because if the national armaments were excessive it would cause greater provocation,, to other,, countries. The' Government' warmly accepted the colonies' offer of Dreadnoughts.'" Mr Herbert Samuel, Under-Senretary of i the Home Department, -'speaking at Lam-" beth, said that everybody realised that England must outbuild foreign countries, and she w»a determined to outbuild them.
