Russia to Make a Supreme
Effort.
Received Augusi 16, 12.42 a.m. LONDON, August 15. The Times' St.- Petersburg correspondent states that L high quarters affirm that unless the indemnity is ' withdrawn the negotiations at Portsmouth will be ruptured this week.
Preparations have been completed for a general mobilisation, and a supremo effort will be mad© during the present year.
