Received August 15, 11.3 p.m. LONDON, Aiigust 15. The only definite news from Portsmouth is that M. de Witte agrees to the clauses relating to Korea, tho evacuation of Manchuria, the abandonment of Russian rights there, and the cession of the Chinese-East-ern Railway from Harbin southwards. M. de Fitte rejected the clause regarding the warships and Naval limitation.
