Japanese Press Hopeful.
Received August 14, 10.21 p.m. WASHINGTON, August 13. The Plenipotentiaries agreed yesterday not to meet at three. They resume to-day. LONDON, August 13; Tho New York correspondent of the Times says that as Baron Komxira's and Tacahira's powers are less comprehensive than M. do Witte's and Rosen'6, it is supposed that the Japanese are keeping the Conference alivo until they receive fresh instructions.
T0K10, % August 13. The newspapers at Tokio are most hopeful as regards the peace prospects, and advise that the nation should turn its eyes from Portsmouth to Manchuria.
