BOROUGH COUNCIL.

The ordinary fortnightly meeting of the Thorough Council was held last evening in the Council Chambers. There were presenters Neill (in the chair), Nathan, Manson, Bell, Murray, Hutchison, Tod and Richards. Minutes.— The minutes of last meeting were read and confirmed.

Cemetery Drain.— The agreement with the Heads Railway Company was left to the Mayor. Noticr Board. — The olerk reported that he had taken on himself to get the new notice board for the pound, and get it painted. He had called tenders for it. ; These were opened, and Mr R. Hughes' was accepted. Impounding Act.— The new Act was then considered, and it was decided that sales of Btock should be held every Friday. A proposition for a new pound- book was field over.

Sign-board.— Walter E. Edwards wrote asking for leave to erect a sign-board in front of his smithy in Maria Place. — Permission granted subjeot to the supervision of the Foreman of Works.

Church Plack Drain. — The Foreman stated that an application had some time ago been sent in about a drain in Church Place He could not get at the old drain, and he suggested that a new drain should be sunk at a new level, which would drain the other properties adjacent. The work was a very urgent one, as the water was lyiDg stagnant on Mr Ross' property. — Cr Manson corroborated the Foreman's statement of the difficulties in the way of getting at the old drain, and the necessity for laying at new one. — Cr Murray moved that the work be proceeded with at once ; length not to exceed two and a quarter chains : coat, £10.— » Cr Manson seconded. Carried,

Hoardings.— Relative to ' the. hoarding question, Mr Russell waited on the Council. He said the theatrical companies wanted more apace. In Chrisfcchurota they ha*! larger hoardings, and in other large towns alsoj His objeot was to prevent the objectionable bill-sticking all over the. town. In answer to a question, Mr Russell said that he did not intend to shift any at present in use. The sites he chose were opposite Wiokstaed Place, on the River Bank near the Masonic Hotel, and by the bridge. - Mr Russell then withdrew.— Cr Nathan said the hoardings were unsightly affairs, put them where they would.— Cr Murray asked if they had sites to spare, — The Clerk said that in Queen's Gardens the Domain Board would have to settle the question.— lt was proposed that it be referred to the Domain Board.— Cr Rich- ! ards considered they should settle the ! question at once.— Cr Bell thought they should have hoardings.— Cr Hutonison said ; they were used in all large towns, but if it ! was a public matter they should call for tenders. — Cr T,od thought they should consider whether 'it was a necessity. — Cr Neill said that if the boarding on River Batik was to be erected outside of the chain allowed for the street, Mr Rnßsell would have to go to the Harbor Board.— lt was moved that it should be referred to. fhe B arbor Board.— The Chairman said that that settled the matter, as the first one would be referred to the Domain Board, the second one to the Harbor Board, and the third one to the Minister for Public Works, as the land near the bridge belonged to the Government. Colonial Pkizb Firing.— The photograph of the Wellington Borough Council's trophy, and a letter from the Association asking for a' trophy, were received.'— Ordered to he on the table.— Cr Hutchison thought that was not necessary, as tbey could ■ not vote Borough funds. , ' AOT3.— The Clerk asked if he should get a bound oopy of the Aota.— Agreed to. . Nfirr Meeting.— The date of next meeting ' was fixed for the first Tuesday in January. Tbndee. — One tender for horse feed wis opened, but it was informal, and was not considered. \ Glasgow Street. — Cr Nathan' atked the Foreman when this drain would be filled, ip. 1 — The Foreman said it would be some time yat. Plymouth Street. — Cr Tod asked 'the Foreman as to the intentionof the Council to complete the Plymouth Street metalling. —The Foreman replied no gravelling had been done as yet, and the estimates would have to be looked through before it was started. Gravelling was started always in January.—On a motion of Cr Hutchison, the gravelling question was' held over till next meeting. ; : •« Hear thb Other Siob."— Cr Tod aajd that, as a young member,) he wished to ask a ; question, if in order. He had heard certain unpalatable things outside about the Council, which he would like explained. He | referred to the Timms affair, which was made public by handbills signed by Timms. He wondered that some of the older Councillors had not taken $he matter up ; it was disgraceful that this should be let pass with* ! ottt being taken cognisance of. The Council had been accused of jobbery, and srioh' things, and Mr Carson was spoken disrespectfully of. He (Cr Tod) had been proud of nominating Mr Carson for a seat on the > Council, and he did not know anyone better able to fill it. Be had proposed Mr Carson to the exclusion of such persons as Timms And company, who would make the Council a bye* word, aud disgrace.— Or Nathan "I think Cr Tod is out of order."— Cr To*, "I simply oall attention to the matter, and resume my •eat."— Cr Manson: "I more that the reporters be told not to publish this. "-fCr Hutohiaon : " I think it would be a mistake for the Council to ask that suoh a diaoussion should not be recorded ."—The matter was J

then allowed to drop. Amreoiation of Sbbviobs.— Cr Hutchison said that to put matters in order,' he would move that — This Council desires to reoord its high appreciation of the services of Mr Gilbert Carson during his term of office as Mayor, for three years. He had great pleasure in moving this, and felt that he need add nothing in the way of remarks. Mr Carson deserved their thanks, and he had earned their confidence. He (Cr Hutchison) would say nothing about the discussion in the papers, because he had been a spectator from the first to the last, and an amused spectator at what was going oo.—Cr Manson said with regard to Mr Carson, that if Wanganui always got as good a Mayor they would never have much to com* ■ plain of. He was one of the best public men they had. That was his opinion and he would back it if required.— Cr Nathan here retired.— Cr Murray had much pleasure in seconding the motion. He had always found Mr Carson honest and upright, as Mayor, and he would no doubt be so as Councillor. With regard to the Timm's business, he did not think it right perhaps to. m.r the two together. He could only regret that there were such transactions amongst them, but he had no doubt there were wheels wrthin wheels somewhere or other.—Cr Tod was m acoord with the motion. He had simply asked the first question aa a new Councillor*. —The motion was carried unanimously.

HDomain Business. —The Domain Board then met, and passed an account of £5 7§ Od for prison labour.— Cr Neill thanked the members for placing him in the ohair, and after a vote of thanks to the ohair the meeting adjourned.
