The forces in Tonquin will, by these reinforcements, be raised to a strength of 15,000 men. Hoxa Kong, Dec 14. — A report ha 3 reached here that the usurper of the Throne of Anam, who caused the late King to be poisoned, refuses to recognise the treaty which his predecessor made with the French Commissioner, M.
