THE MARQUIS OF LORNE ON FEDERATION.
At a meeting at the Colonial Institute last evening, the Marquis of Lome, referring to the question of Federation, suggested that a council of colonial envoys should assemble in London to discuss preliminary measures, which should be adopted with the view of establishing a Federation Empire.
