This Schedule shall be read as if the words v mare, gelding, ass, mule, bull, cow, or calf," were inserted after the word "horse" throughout: Provided that not more than one toll shall be taken on any vehicle or horse passing or returning on the same day: And provided further that in the case of a vehicle without springs having the tires of all its wheels of a breadth of not less than five inches, the wheels being so formed that a surface of not less than five inches comes in contact with the ground on a firm cart road, the amount of tolls shall be one-half the rate which would otherwise be charged under this Schedule.
