RUGBY, Sunday.

At a meeting of the Federation of the Master Cotto nSpinners’ Association at Manchester, it was announced that the President of the Board of Trade, Mr Walter Runciman, is to be asked by the cotton industry to prepare immediately a Bill to enable the industry to deal with surplus spindlage.
