WITHIN OR WITHOUT. VANCOUVER, Thursday. Addressing the Canadian Club today, Air Bennett, the Conservative leader, emphasised the necessity for Canada making a decision as to whether her strength economically was to be east within or without the Empire. “We must decide in the next few years,” he said, “if we are to combine with the other parts of the Empire, or combine with economic interests elsewhere. It is either economic union within the Empire, oWwith our cousins to the south.”
