LEAGUE OF NATIONS.

A noteworthy feature of the General Assembly is that it includes thirty-six members of diplomatic corps, principally representing the smaller Powers, while the remaining members .are mostly men with political careers behind them. The absence of any outstanding statement or any activity concerned with the restoration of Europe, robs the sittings, of much interest. Mr G. N. Barnes moved that a telegram be dispatched to President Wilson, wishing him a speedy- restoration to health. Tlie Tlon. Mr Doherty, Canada, objected to Mr Barnes’ suggestion, presumably owing to the Americans’ abstention from the League Assembly. However, it accepted Mr Barnes’ motion. The Assembly debated lengthily the rules of procedure. Italy objected to the acceptance of provisional rules until they had been properly examined. Senator Millcn thought they might find themselves in difficulty if they accepted the rules en bloc, without making provision for the suspension of any of they if they were found they hampered debate. The President informed Senator Milieu that provision had been made to modify any rule. It was decided to appoint six Commissions, the first to deal with proce-„ dure, amondments to the Covenant, and relations between the Council and the Assembly; the second, technical organisations dealing with hygiene, the white slave traffic, the opium trade, the transit question, and economic find financial organisations; tlie third, a permanent international court; the fourth, the League’s budget; the fifth, new admissions to the League; the sixth, the reduction of armaments, the preparation of tlie League’s economic weapon, the mandates. It was originally intended to. have a separate Commission to deal n ith mandates, but M. Leon Boiirgeosi, during the discussion, declared that the ques-' Hon of mandates was not ripe for decision. The mandates would require to be examined by the Council before submission to the Assembly. Therefore it was decided to add the mandates to the work of tlie sixth commission.
