The Royal Commission appointed iv 1906 to inquire into the inland navigation of Britain recommends the appointment of a central watersvay board with a view to unifying aud transforming the existing canals aud waterways of Birmingham aud South Staffordshire district into the four mam routes—Thames, Mersey, Severn and Hutiibsr—as the first step towards auy comprehensive schema aud suggest the combination of free grauts and loans over a long period iv connection with the issue of stock for the acquisition of properties. The report estimates that the cost of the improvements excluding the cost of acquisition would be 17Jo millious, aud after the whole of the capital expenditure was completed the auuual expenditure would be one million.
Messrs J. Remmant, commoner, Davison, civil engineer, aud R. C. Inglis, mauager of the Great Western Railway, have signed a dissentient report.
