The German newspapers are discussing with disapproval the groundless reports of negotiations with England with regard to a reduction of armaments. LONDON, Wednesday. The Daily Express declares that the reports were a blind for influencing electors. ■** Councijjf Paul Koch, Tirpitz's principal coadiutor, says it is beneath Germany's dignity to tie her hands with England. It will be Germany's aifair it she widens the provision of the present naval law.
