Hg. LONDON, Wednesday. Lo?R Milner, speakiug at Cardiff, suggests the recommendations of Lord Rosebery's committee for the reform of the Lords as the Uniouist programme. Lord B.resford, at Portsmouth, complained that the Governmeut had not replied to Lord Miluer's allegations and added "I have several scandals as bad in black aud white and will publish them if forced."
