Timari', Wednesday, • The Education Council, at its sitting to-day, resolved—That any proposal for a colonial scale of salaries be submitted to the branches of the institute before adoptiou; protested against the practice of some boards in favouring local teachers in making appointments; affirmed that salaries should not suffer through epidemics reducing the average attendance; resolved that pending theintroductiou of acolonial scale, the minimum capitation should be £4; that inspectors should be placed under contral control, and be periodically transferred; that at departmental examinations tho names of candidates should not be known to inspectors, and that the names of the examiners should be put on the examination papers; that the University Senate be asked to grant diplomas in pedagogy, and notice be giveu to move that the Victoria College Governors be asked to establish a chair of pedagogy; that the teachers of a disHtrict sboald be empowered to elect one member of the Education Board, their representative not to be a teacher in tho Board's employ; that the use of a historical teacher be sufficient for teaching in that subject, and that New Zealand history should be iucluded; that the department issue instructions to inspectors, as is done in Eugland. A committee wns appointed to draw up a scheme for retiring allowances. During the afternoon the chairman of the South Canterbury aud Otntjo Boards briefly addressed the raeetiug. The Couucil resumes to-morrow.
