I have the honor to direct the attention of the Council to the Btate of the chimney of the shop lately iccupied "by.Mii.Stone in Queen-street, near Messrs loriis and Fergusson's. It is in a.ruinoua.sta'.tß, and the owner should, I think; be'-compelled to have it pulled down. I have also .-to ask for instructions respecting tlie'tbuijdi'n;; known as the Masterton Coadi'-Fadtbry! This has been partly cut doraand requiresto be closed up, and a request has' Been: made to me that perm'issiou be' given .to us.e timber. The ■building regulations,howeveiy require-that iron shalfbe used?.. I beg to that I have receiver] a verbal qiiinplaint from Mr Dalrymplo that through'tho alleged negligence of the Council-he has met with an accident by slicing from the. footpath at the corner of Hall-street, near section 72, the said piece of footpath having partly fallen into the creek, leaving a hole that is dangerous to passengers. I would point ouUo the Council that the town acre 72 fronting Queen-street and part of Hall-street is dangerous through being unfenced, and that the Council has power, under clause 207 of the Municipal Corporations Act, to compel the owner to fence. The lessee of the property is Mr Andrew Oockburn. I have to lay on the table a tracing of the railway lii.e that crosses Bennington's line. It is suggested that a letter sent to the Minister of Public Works with res peot to the proposed deviation of tlißroad would be productive of good results. B. Brown,

TOWN CLERK'S BEPOHT.

Gib,—l have the honor to - report as follows:—The amount of the Borough overdraft is £772 6s Id.. During the past fortnight £4Blßs Gdlias been collected, and the balance of tho High-street metalling contract and extras has been paid. The fourteen days' notice required by the rating Act has expired, and summonses will at once be taken out against defaulting ratepayers; final notices are also boing sent for the footpath accounts. I havo been unable to obtain the services of the police m enforcing the Dog Registration, on account of the extra duties "they have to perform, and as there are only 35 dugs registered, I have to ask permission to arrange for the services of some person.to assist me in this matter. I havo not succeeded in finding any record of the amount agreed to be paid to the Wesloyan Chapel Trustees for the land to widen Chapel-street, b:ifc it would appear from the evidence of some of the Councillors who made the atcangeraenta that the acre

Councillor Gapper moved, seconded by Councillor Gray, that persons having dogs unregistered be summoned at once, and that Ihe Town Clerk be authorised to arrange wish some person to assist him in .enforcing the dog tax.—Carried. Councillor McOardle moved, seconded by Councillor Gapped, Jba.t'. Councillors Bish, Gray, Russell, and the mover be appointed a committee to report on the sum arranged to bo paid to the Wesleyan trustees for street widening.—Carried. Councillor Russell moved, seconded by Councillor Vile, that Mr J. M. Girdlestone sell the Government cottages by auction.-. \ :

Councillor McOardle moved as an amendment, seconded by Councillor Gray that the matter of the Government ootta ges stand over for the present."' The amendment was put and lost, the original motion being carried. Councillor Vile moved, seoonded'by Councillor Gray, that the Town Clerk give notice to Mr A. .Cockburn to fence his ..property in Queen-street adjoining the footpath.—Carried,

Councillor Wnodroofe moved, seconded by Councillor Gapper, tint the culvert in Church-street be fenced by the Council. : -After considerable.discussion the resolution was put and lost.

: Councillor Vilo moved, seconded by Councillor McOardle, that the oreelt near acre No. 72 in Hall-street be fenced with a post and rail fence.

Councillor Renall moved, seconded by. Councillor Bussell, that the Town Clerk be instructed .to write to the Government, in reference Jo.the closing of Bennington's line of road.—Carried.

The Inspector of Nuisances reported that ".complaints had been made as to persons coming'into the town and selling vegetables, to the detriment of licensed hawkers.

"The Mayor Raid it was the duty of the Inspector of Nuisances to prosecute any person infringing the Licensed Hawkers Act,...

Councillor McOardle proposed,.seconded by Counoillor Russell, that a committee consisting of Councillors.Bish,- Vile, and the mover be appointed to draw up'a report defining the duties of Inspector of Nuisancer, and report on same. Councillor Woodroofe made' a long speech, instancing the By-laws as a disgrace if they niade people pay a license to hawk vegetables. If'they made vegetable sellers' do so, they ought alaoj to make milkmen and everybody would see that would be an injustice. The Mayor said what thoy wanted a committee lor "was to define the duties of the.lnspector of Nuisances, They had before them a letter from Mr Shute, in -referenceto driving without lights,'.and •the Inspector had. .understood from some membors of the Council that to look after this matter was not a part of his duties. The resolution was put and carried. INSPECTOR OE NUISANCES' REPORT The Inspector of Nuisances reported that Ihe footpath at tlio corner of Hallstreet was in a dangerous state; and that tho elder hedge opposite; the Prince of Wales Hotel was considered a nuisance, and called the attention of the Council to claise 55 of the Public Health Aot.
