MASTERTON BOROUGH COUNCIL.

The adjourned meoting of the Master' ton Borough Council to consider Building Regulations, was held in the Council Chambers last evening. Present—His Worship the Mayor, and Crs Renall, Gray, McCardle, Feist, Russell, and Woodroffe. His Worship drew attention to Clause 40 of the Rating Act, by which 12 days' notice had to be given of their intention of making a rate, Cr Feist moved—That notice be given of the intention of the Conncil to strike a rate of Is in the pound for the Borough rate, and Id in the pound for the Library rate.

Cr McCardle seconded the motion. He did not think they could afford to strike a less rate of Is in the pound.

Cr Woodroffe was dissatisfied with the rate on the ground of excessive valuation. He propos ed 8d as a substitute. Ho was antagonistic to the management of the Institute. It has been publicly stated that a half-penny in the pound was sufficient.

Cr Woodroffe's amendment not being seconded fell through, and the original resolution was carried. ■ Then Council then went into a Committeo of the whole to consider tho question of ■; Building Regulations. ' Cr McCardle' had been requested, in the absence of Cr Vile, to move the lution which had been tabled. He proposed that all dividing walls should consist of brick, stone, or iron. He agreed that it would practically be no hardship to enforce such a regulation. He drew attention to concrete as the .cheapest and most durable material %t. qould- be ÜBed for dividing walls, ,

The Mayor suggested that they might sketlli out v-'iat they Considered desirable, and' at a subsequent meeting formally settle matters. The Clerk read, by request, the Building Regulations of the city of Wellington. After a long discussion instructions were agreed to for drafting a set of. bylaws somewhat similar to the Wellington 'ones, and a sub-committee, consisting of Crs Renall, Russell, Gapper, and the Mayor, was appointed to carry out the wishes of the committee.
