AGREEMENT WITH KARA KHAN. rs* Masse .'association —cojtkigkt PEKIN, March 24. The Foreign Office memorandum to Kara Khan points out that he has been misunderstanding his part regarding his signing of the agreement referring to the mandate issued on the 20th, which announced that hence forth negotiations would be carried on by the Foreign Office. The ..memorandum adds that the Government will early resume negotiations with Kara Khan, so that an early satisfactory conclusion may be reached.
