The following official explanation is given of tho Dowell incident. A slight delay occurred owing', to tho Whmnora reaching the wharf at tho loneheon hour. On the relnrn cf the hoarding inspector, arrangements were made for Mrs Dowell to' visit the customs house and within ten minutes Hie mater was fixed and Dowell informed his wife that she might land. It is understood that a certificate covering a month is sufficient to meet Dowell’s wish, but if an extension is required there would bo no difficulty in obtaining it. Mr. Thomas considers the explanation is satisfactory.
