Rozjestvenski Arrives at Tangier.

Admiral Rozjestvemk's ships have arrived at Tangier.
Admiral Walker's squadron shadowed them from when they left Yigo, keeping five miles behind the whole way.
The decks of both the British and Russian warships were cleared for action throughout the voyage.
The Morning Post states that the Cannel, Mediterranean and East; Indies ■quadrons will successively and benevolently shepard Admiral Rozjestvenski's fleet during its voyage to the Far Ea*t.
The Russian officers, interviewed at Tangier, persisted in tbe statement that they saw several torpedoers afc the Dogger Bank, officered by Japanese, along with small steamers furnished apparatus to discbarge torpedoes.
The Russians, the officers state, Bank a number of these steamers, and the rest sailed away.
No lightß were showing when the firing began. Voices were heard at intervals in the firing. The Russians say that they were fully justified in their action under the circumstances. They did not- express sorrow at the death of the fishermen.
The whole affair the Russian declare to have been a preconcerted British"Japanese plot.
