Outward correspondence was read and approved and inward correspondence was read and dealt with aa follows: — From W Cooper, Gisborne, applying for a license to. bore for petroleum on Reserve, 131 near Lake Bruuner. He offered 5 per cent royalty for the privilege Having the plant iv the dutrirt he was anxious to prospect the Commissioner's reserve. - ( . , .- Mr Beare appeared in support of the application. The Secretary also read an application from Messrs Mark Sprot & Co., for the same reserve with the object of boring foi oil offering 6 per cent royalty. . Mr Beare in support of the application of Mr Cooper said that that- .gentleman had been largely interested in oil boring Operations in the 'North Island and bis syndicate bad gone in-; 'very, extensively with the object of discovering oil, spending the large sum o08o, ! 000 • with that object. The Commissioners would see by the correspondence which had been read from Mr Cooper and the agreement which had: been submitted, that bis proposal was a* bona. fide one .which would be. very advantageous to the Commissioners to the district, and to the colony if the oil was discovered. With regard to .the. j second application for . the same j ground, he would only point ouc that his client's proposal iwas. very specific, and the other was not so even though in the | latter case, one per cent more was offered than Mr Cooper promised. Mr Cooper would however deal with the Board direct whereas Messrs. Mark. Sprot & Co'a client j Slated that., he' .would deal with, them through the Warden. He submitted Mr Cooper's . application was highly adTan tageous to the Board and urged that. the request; should be granted. The Chairman thanked Mr Beare for the infori-rjation he had given and said that under the Act determining the Comaiißsioners proceedings in the matter, he thought the lease of the reserve would have to be put up [for public competition. Mr T. Y. Byrne said he thought the Commissioners should not part with their jurisdiction in the matter to the Warden or anyone else. ' Mr Grimmond thought the only way to do would be to lease the Reserve in the usual way. Mr T V Byrne moved that the application of Mr Cooper be granted and that the agreement submitted by Mr Cooper be handed to the Board's solicitor for his approval. In support of the motion ■ he said that Mr Cooper had his plant in the district and his offer was a practical one, whereas they had do knowledge that the offer of Mark Sprot &.Coy was so. Mr Grimmond seconded the resolution pro forma, but doubted -whether they could actually accept the offer. He thought it would be better to submit the reserve to public competition, . Mr J Byrne proposed as an amendment i that the Reserve be put up for public auction. There was a stronger syndicate in, Greymouth than that represented by Mr Cooper, being an American Company { and a Greymouth syndicate, and they and. j others should have the opportunity of going in for it. The Chairman seconded the amend- | ment. Mr T V Byrne withdrew his motion, , and the- being substituted, was carried. • * j From R S Webb (a) September sth re timber license.
