Bevin May Not Be Able To Achieve Accord With U.S.A.
LONDON, Sept. 5 (Recd. 6 p.m.)— The vital importance of an AngloAmerican agreement in the forthcoming talks in Washington between Mr. Ernest Bevin and Mr. Dean Archeson is emphasised by the diplomatic correspondent of the Glasgow “Herald” in the course of a lengthy review, in which he expresses doubts whether Mr. Bevin’s reluctance to compromise may not widen rather than diminish Anglo-American misunderstandings. “Mr. Bevin goes to the United States with that perilous thing, an open mind,” says the correspondent. “There is less need for concern in Mr. Bevin’s case, because his definition of an open mind is not that of the common herd. He is going to put everything right with Anglo-American relations and on how he is going to do it his mind is not open at all. His fixed ideas appear to be as fixed as ever. - “The difficulty is that there are three points on which Mr. Bevin and Mr. Acheson must reach common ground, and that on all them of them Mr. Bevin’s friends disagree with majority opinion in the United States. “There is the Korean situation, which includes Formosa. There is the question of ‘trade to the enemy,’ and thirdly, the defence of Europe. “Of the three, the third is the most important, for if the Russians decide that the British and Americans cannot agree on the first two, they may decide to put the third to the test by attacking in Europe. “Mr. Bevin will find Mr. Acheson equally determined to insist on the American point of view, and it will be wise for Mr. Bevin to remember that i though the dependency of Britain and the United States is mutual, the de- ' pendency of Britain upon the United I States is infinitely greater than American dependency upon Britain.
