EMPEROR HAILED OVATION IN TOKIO
London, May 9. “The Times" Tokio says, on a note that “a new Japan is born," that the Japanese Constitution, promulgated on November 3, 1946, was formally established at a briei ceremony outside the Imperial Palace. The Emperor, who appeared lor three minutes, received a great ovution, with resounding Shouts of “Banzai." The correspondent says the most striking nature of the celebrations was tno evidence of reverence in which the Emperor is still held. Democracy has, so far, touched only the surface of Japanese life, and the entire Japanese press to-day emphasises the difficulty of creating a new order of society, such as the new Constitution envisages. Grave doubts are expressed whether the people are strong or courageous enough to maintain the Constitution against its enemies, whether on the Right or the Left. The elections for local assemblies, just concluded, show a very marked swing to the Right.
