VICHY TAKES OVER ORGANISATION London, Sept. 24. A Vichy message says that Laval will now be responsible for the registration of Frenchmen to go to work is Germany, not only in the unoccupied zone but in all parts of France in. which the Germans hold full sway Laval has now consented to all measures which the Germans would have had to take to round up Frenchmen for Germany, although he pretends that the scheme will be on a voluntary basis. x
