New Delhi, Sept. 23. Correspondents of Indian newspapers. English and Empire dailies, and international news agencies have sent a memorandum to the Viceroy complaining about res.rictions on the publication and dissemination of news b Inside and outside India. One com* \ plaint from the news agencies is that they are limited to two messages a day on disturbances.
