CONSCRIPTION IN CANADA

PREMIER INTRODUCES BILL I Ottawa, May 11. 1 Mr. Mackenzie King introduced in z the House of Commons a Bill to • amend the National Resources Mobil- ' isation Act, removing the ban on compulsory military service overseas. Mr. King said the purpose of the ' amendment was to give the Govern- - ment freedom ol decision and action in ' respect to the method of rarsmg men ' for military service, which in the ’ recent plebiscite the people requested, ! and which they desired the Government to possess. Mr. King announced the resignation of the Minister of Transport, Mr. P. J. A. Cardin, who opposed conscription. Mr. King said the plebiscite vote was ; 64 per cent, affirmative. 36 per cent. ■ negative. He said the vote was an im- ; pressive demonstration of the im--5 portance the electors attached to giving'the Government a free hand In time of war. Conscriptim was not the issue. The Government did not ask the people to say whether or nut con- ? scription and overseas service would be adopted with respect to this result. 1 It was only uonstruable as leaving to the Government and Parliament en- ’ tire freedom to deal with the question ' on its merits.
